Why is this unit in the DiamondBack Outlet?

This DiamondBack HD has has scratches and toolmarks on underside of the cover. Center panel weatherstrip on clamp strip is curled up. Passenger side hinges are scratched and scuffed. Weather strip on passenger side doesn’t come down the entire way which may cause the cover to leak in this area.  This cover has cosmetic issues and could possibly leak.
